Quality and Technical Supervision Bureaus of all provinces, autonomous regions, and municipalities directly under the Central Government, relevant product review departments and product quality inspection institutions:
In order to implement the "State Council's decision to cancel the second batch of administrative approval items and change the management methods of a batch of administrative approval items" (Guo Fa [2003] No. 5), and to further improve the management of industrial product production licenses, the following issues are notified:
1. From now on, provincial-level quality and technical supervision bureaus shall stop accepting applications for production licenses for products involved in the administrative approval items canceled by the State Council.
2. For applications already accepted, the relevant provincial-level quality and technical supervision bureaus, product review departments, and product quality inspection institutions shall continue to complete the review of the production conditions, product quality inspection, and material summary reporting according to the prescribed procedures. For qualified enterprises, the General Administration of Quality Supervision, Inspection and Quarantine will issue production license certificates; if an enterprise submits a written application to the provincial-level quality and technical supervision bureau to no longer continue processing the production license, the provincial-level quality and technical supervision bureau shall register and file it and promptly notify the relevant product review department and product quality inspection institution to stop the review and inspection work for the production license of that product; any review fees, announcement fees, and already incurred product quality inspection fees shall not be refunded.
3. For products canceled from the production license management catalog and included in the management of special equipment manufacturing licenses for boiler pressure vessels and pressure pipelines and mandatory product certification management, provincial-level quality and technical supervision bureaus, product review departments, and product quality inspection institutions shall actively cooperate with relevant units to carry out related work during the transition period.
4. From now on, quality and technical supervision departments at all levels shall no longer carry out production license enforcement work for products involved in the administrative approval items canceled by the State Council.
5. For the product review departments and product quality inspection institutions involved in the administrative approval items for production licenses canceled by the State Council, after completing the work during the transition period, they shall not carry out work externally in the name of production license management, and the implementation rules for the reissuance of these products' certificates shall be simultaneously abolished.
